Konyalı Mehmed Vehbi Efendi, yazmıs oldugu “Hülâsatü’l-Beyân fî Tefsîri’l- Kur’an“ adlı eseriyle söhret bulmus büyük Türk bilginlerinden biridir. Böyle bir sahsiyeti ve söz konusu eserini ve diger eserlerini arastırıp onun Kur’an ayetlerini yorumlamada kullandıgı yöntemini bugünün insanının hizmetine sunabilmek amacıyla bu çalısmanın gerekliligine inandık. Su güne kadar bu konuda kapsamlı bir çalısmaya rastlayamamıs olmamız da bizi bu amaca yönelten bir baska neden olmustur. Bu çalısma neticesinde gördük ki Vehbi Efendi, ülkenin en buhranlı dönemlerinde yasamıstır. O, içinde bulundugu bütün sıkıntılı sartlara ragmen, kendini hem dünyevî hem de uhrevî konularda yetistirmis, iyi bir siyasetçi, ilim adamı, müfessir, muhaddis ve hiçbir zaman Hak’tan ayrılmama gayretinde olan cesur bir kisiliktir. Müderrislik, mebusluk, Meclis Baskanlıgı ve Vali Vekilligi gibi önemli görevlerde bulunmustur. O, daima vicdanî kanaatleriyle hareket etmis, etki altında kalmamıs ve düsüncelerinden hiç taviz vermemistir.

Görevli bulundugu her alanda yanlıs gördügü uygulamalara karsı çıkmıs, baskılara da boyun egmemistir. Vehbi Efendi, millet ve ülke menfaatlerini daima kendi çıkarlarının üstünde tutmustur. O, tam anlamıyla milletin vekili; fikri hür, vicdanı hür, din ve dünya meselelerinde kendini yetistirmis, karakterli, cesaret ve dirayet sahibi, âlim biri olarak tarih sayfalarındaki ender yerini almıstır. Vehbi Efendi, “Hülâsatü’l-Beyân fî Tefsîri’l-Kur’ân” isimli 15 ciltlik eserinde, kendi yasadıgı dönem baz alınırsa sade bir Türkçe kullanmıstır. Eser, kendi döneminde Türkçe nesredilen tefsirler arasında en genis olanıdır. Bu tefsirde, ayetlerin önce Türkçe mealleri verilmis, sonra da bu mealler daha genis bir ibare ile bir nevi tekrar edilmistir. Bunun yanında birçok ayetin esbab-ı nüzûlü hakkında bilgi verilmis, sûrelerin ve ayetlerin aralarındaki insicam ve tenasüp gösterilmistir. Ayetlerin çogunun ihtiva ettigi nüktelere ve faydalara dikkat çekilmis; onlardan ıkarılabilecek hükümlere isaret edilmistir. Bu eserin mühim bir özelligi de, İslâm Âlemi’nde güvenilir kabul edilen Tefsirlerden uzunca kesitler naklederek daha çok görüsü bir arada sunmasıdır. Beydavî, Fahr-i Râzî, Hâzin, Medârik, Ebussu’ûd ve Nimetullah Efendi, Taberî, Nisabûrî ve Sıddık Han gibi pek çok müfessirin görüsleri bu eserde nakledilmistir. Adından da anlasılacagı gibi, birden çok güvenilir tefsir kaynaklarının hülâsasını bu tefsirde bulmak mümkündür. Vehbi Efendi, bu nakillerin sonunda kendi görüsünü ve tercihini de “hülâsa” diyerek belirtmistir. Bu mütevazı çalısmamızda, Cumhuriyet Dönemi’nde yetismis büyük Türk bilginlerinden Konyalı Mehmed Vehbi Efendi’yi ve tefsirdeki metodunu incelemeye çalıstık. Görebildigimiz kadarıyla onun müfessirlik yönünü ve bu alandaki hizmetlerini sunmaya gayret ettik. Bunu yaparken “bilimde tarafsızlık” ilkesine azamî derecede uymaya özen gösterdik. Bizim bu çalısmamız, Vehbi Efendi ve tefsiri hakkında her seyin söylenip bittigi anlamına gelmez. Zira bu alan,insanoglu var oldukça, yeni inkisafların olabilecegi, bir okyanus, bir fezâ gibidir. Çalısmamızla ilgili yapılacak olan her türlü elestiriye açık oldugumuzu simdiden bildirir; varsa sürçü lisanımızdan dolayı hosgörü ve Allah’tan bagıslanma ümid eder; merhuma da Allah’tan rahmet dileriz.

Mehmet Vehbi Efendi who is from Konya is one of the great Turkish scholars that gained reputation with work of “Hulâsat al-Bayân fi Tafsîr al-Koran” that he wrote. We have believed that this study is necessary to research this kind of person, his above mentioned work and the other works and to submit the method that he used for interpretation of verses of the Quran to service of recent people. Not having encountered a detailed study on this matter up-to-date became another reason orienting us to this target. As a result of this study, we saw that Vehbi Efendi had lived in the most critical periods of the country. Although he was in all troubled conditions, he was a good politician, a scientist, an interpreter of Koran, muhaddith that educated himself in both worldly and otherworldly subjects and also a brave person having effort of not-leaving from Allah anyway. He performed important duties such as professor, deputy, president of the Assembly and vice governor. He always acted with his conviction of conscience, didn’t become under effect and he did never compensate from his thoughts. He opposed to wrong applications that he saw in any field that he was on duty; he didn’t bow to pres sûres. Vehbi Efendi always put society and country interests before his self-interests. He superseded his rare place in history pages as a deputy of the people literally, independent on thought, independent on conscience, self-educated on religious and world matters, having a good character, having bravery and discernment and a scientist. Vehbi Efendi used a simple Turkish in his 15 volume work called “Hulasat al- Bayan fi Tafsir al-Koran” when the period he lived was taken as the basis. This work is the most extensive among the tafsirs published in Turkish in his period. In this tafsir, first Turkish meanings of verses are given, and then these verses are repeated with more extensive expression. Moreover, information on reasons of revelation of lots of verses is given, and consistency and harmony between the suras and verses are shown. Epigrams and utilities which are included in most of the verses are attracted attention; stipulations that can be extracted from there are indicated. An important feature of this work is that it submits more thoughts altogether through long narrations from tafsirs which are accepted as trustable in Islamic world. Thoughts of many mufassirs such as Baydâvî, Fahr-i Râzî, Hâzin, Madârik, Abussu’ûd and Nimetullah Efendi, Tabarî, Nisabûrî and Sıddık Han are narrated in this work. It is possible to find summary of many reliable tafsir sources in this tafsir as can be understood from its name. Vehbi Efendi mentions his own thought and preference at the end of these narrations as “summary”. In this modest study, we attempted to examine Mehmet Vehbi Efendi who is from Konya from great Turkish scientists grown in republic period and his method on tafsir. We attempted to submit his mufassir side and his services on this field as much as we can see. We took great care to conform to the principle of “impartiality on science” on utmost level while preparing this study. Our study doesn’t mean that everything about Vehbi Efendi and his Tafsir is told and finished. Because this field is like an ocean and space where new discoveries may become as long as people exist. We inform in advance that we are open to every kind of criticisms to be made related to our study; and we wish tolerance because of our slip of the tongue if exists and excuse from Allah. We wish mercy from Allah for the late.
